This counter treats each emoji as a single character, which matches how most platforms count them for display limits. Under the hood some emoji use several code units, but you don't need to worry about that here.
Where do line breaks and hashtags fit?
Everything in the box counts, including line breaks, spaces, and hashtags. If you're loading up on tags, they eat into the same limit as your words, so keep an eye on the remaining number.
